Audience: This guide is written for South Korea importers, school-procurement officers, brand owners, and Amazon Korea sellers who plan to clear a Chinese OID reading pen through KC safety, KC EMC, MSIP (formerly KCC) wireless, and Korea Customs.
South Korea is the third-largest market for our reading pens in Asia, with 5,400 units shipped through Busan and Incheon in 2023-2026 to three distributors and one school-procurement partner. The Korean regulatory stack is one of the most rigorous in Asia because it combines three independent testing regimes that all have to close before customs release:
- KC Safety under the Electrical Appliances and Consumer Products Safety Management Act (for AC adapters and lithium cells)
- KC EMC under the Radio Waves Act enforcement (for finished electronics)
- MSIP (Ministry of Science and ICT Information and Communications Technology) radio approval under the Radio Waves Act (for wireless models K7, KF1, Q8, Y6)
The National Radio Research Agency (RRA) administers KC and MSIP together. The importer of record is the Korean entity that holds the certification, which means foreign-domiciled importers must appoint a Korean resident representative (similar to Japan's METI representative or the EU's PR).
This guide walks through the KC and MSIP requirements that apply to a Chinese OID reading pen, the lab choice that affects both cost and lead time, and the calendar we use to ship a 5,000-unit first order from our Shenzhen factory to a Seoul warehouse in 35-42 days.
1. The Three Regimes That Cover a Reading Pen
A reading pen crosses into three Korean regulatory regimes:
| Regime | Authority | Triggered by |
|---|---|---|
| KC Safety (KC 62368-1) | KOSHA / KTL | AC adapter, lithium cell |
| KC EMC (KN 32 / KN 35) | RRA | Finished electronic product |
| MSIP Radio (formerly KCC) | RRA | 2.4 GHz radio in K7, KF1, Q8, Y6 |
Each regime is independent and requires its own application, its own lab, and its own certification number. The KC mark on the product label combines all three under a single graphic.
Buyer tip: The KC mark is mandatory for the AC adapter and the lithium cell, but the reading pen enclosure itself does not need a separate KC mark as a finished product if it ships without an adapter. The end-user supplies their own USB-C charger. If you bundle an adapter, the bundled adapter must carry KC.
2. KC Safety for AC Adapters and Lithium Cells
The Korean Electrical Appliances and Consumer Products Safety Management Act (전기용품 및 생활용품 안전관리법) regulates 36 categories of electrical appliances. A reading pen AC adapter falls under "AC adapters below 50 V, 1 A" or "AC adapters 50 V-1000 V" depending on the output. The applicable safety standard is KC 62368-1 (the Korean adoption of IEC 62368-1) and the test lab is one of the KOSHA-accredited labs (KTL, KTC, KCL, or KOSHA itself).
The test report covers:
- Electrical energy hazards
- Fire hazards
- Mechanical hazards
- Heat hazards
- Radiation hazards
- Chemical hazards
The cost is $2,800-$4,200 per adapter SKU and takes 4-6 weeks. For lithium cells, the standard is KC 62133-2 (the Korean adoption of IEC 62133-2). The cost is $2,200-$3,400 per cell chemistry and takes 4-6 weeks.
| Adapter type | Output | KC 62368-1 cost | Lead time |
|---|---|---|---|
| 5 V / 1 A USB-A | 5 W | $2,800 | 4 weeks |
| 5 V / 2 A USB-A | 10 W | $2,800-$3,200 | 4 weeks |
| 5 V / 2 A USB-C | 10 W | $3,000-$3,600 | 4-5 weeks |
| 5 V / 3 A USB-C PD | 15 W | $3,400-$4,200 | 5-6 weeks |

| L5 Li-poly | 1200 mAh | 4.44 | $2,400 | 4 weeks |
| P2 Li-poly | 500 mAh | 1.85 | included if shared | – |
| Q6 Li-poly | 900 mAh | 3.33 | $2,200 | 4 weeks |
| Q8 Li-poly | 1000 mAh | 3.70 | $2,400 | 4 weeks |
| T2 Li-ion 18650 | 2500 mAh | 9.25 | $3,000 | 5 weeks |
| Y6 Li-ion 18650 | 2000 mAh | 7.40 | $3,000 | 5 weeks |
The KC mark on the adapter label is the standard Korean conformity mark. The certification number is in the format YUXXXXX for AC adapters and XUXXXXX for lithium cells.
3. KC EMC for the Finished Reading Pen
The finished reading pen must clear KC EMC under the Radio Waves Act enforcement decree (전파법 시행령). The applicable standards are:
- KN 32 – Emission (CISPR 32 equivalent) for multimedia equipment
- KN 35 – Immunity (CISPR 35 equivalent) for multimedia equipment
- KN 301 489-1 – EMC standard for radio equipment (wireless models only)
- KN 301 489-17 – Specific conditions for broadband data transmission (wireless models only)
The cost is $1,800-$2,800 per SKU and takes 2-3 weeks. The lab is one of the RRA-accredited labs (KTL, KTC, KCL, RRA lab itself, or a foreign lab with an RRA Mutual Recognition Agreement).
| Test | Standard | Limit | Cost |
|---|---|---|---|
| Radiated emission | KN 32 Class B | 30-230 MHz @ 40 dBμV/m, 230-1000 MHz @ 47 dBμV/m | included |
| Conducted emission | KN 32 Class B | 0.15-30 MHz quasi-peak | included |
| Harmonics | KN 61000-3-2 | Class A | included |

| Surge | KN 61000-4-5 | ±1 kV line-line, ±2 kV line-ground | included |
| CS | KN 61000-4-6 | 3 V, 150 kHz-80 MHz | included |
| Voltage dip | KN 61000-4-11 | 30 % for 0.5 cycles | included |
The KC EMC certification number is in the format R-XXXX-XXXX for radio equipment and MSIP-XXX-XX-XXXX for the new MSIP system that replaced KCC in 2018.
4. MSIP Radio Approval for Wireless Reading Pens
Models K7, KF1, Q8, and Y6 carry a 2.4 GHz radio and require MSIP type approval (formerly KCC). The applicable standards are:
- MSIP Notice 2023-15 for 2.4 GHz wideband low-power radio (Wi-Fi, BLE)
- KN 301 489-1 and KN 301 489-17 for EMC
- Radio Waves Act Article 58-2 for the type approval
The MSIP accepts the FCC ID and the EU RED-Type Examination as a partial basis. The fastest path is the MSIP local test at an RRA-accredited lab for $3,800-$5,800 per model and 4-6 weeks.
| MSIP route | Cost | Lead time | Validity |
|---|---|---|---|
| MSIP local test (most common) | $3,800-$5,800 | 4-6 weeks | 5 years |
| FCC ID reuse | $1,400-$2,200 | 14-21 days | 5 years |
| EU RED reuse | $1,800-$2,800 | 14-21 days | 5 years |
The MSIP label on the product must include the KC mark and the certification number. The MSIP mark is in Korean: MSIP-XXX-XX-XXXX. The retail box must also display the MSIP mark prominently.
| Wireless reading pen | MSIP route | Approval number format |
|---|---|---|
| K7 | MSIP local | MSIP-REM-XXX-X-X |
| KF1 | MSIP local | MSIP-REM-XXX-X-X |
| Q8 | MSIP local | MSIP-REM-XXX-X-X |
| Y6 | MSIP local | MSIP-REM-XXX-X-X |
5. KC Self-Registration and the Importer of Record
The Korean importer of record must hold the KC certifications. If the importer is not Korea-domiciled, a Korean resident representative (한국 내 대리인) must be appointed. Our Korean-resident representative service is $420 per year per importer and covers unlimited SKU filings.
The KC self-registration is filed through the RRA's online Safety KC system. The required documents are:
- Importer business registration (Korean)
- Product description and SKU list
- KC Safety report (adapter, cell)
- KC EMC report (finished pen)
- MSIP report (wireless models)
- Korean user manual
- Korean label artwork
The RRA reviews the bundle and issues the KC mark authorization within 10-15 business days. There is no fee for the KC self-registration itself, only the lab costs.
6. Korea Customs and the Import Declaration
Every reading pen shipment into South Korea must clear Korea Customs (Korea Customs Service). The import declaration uses the UNI-PASS system. The required documents are:
- Commercial invoice
- Packing list
- Bill of lading
- KC Safety certification number
- KC EMC certification number
- MSIP certification number (wireless models)
- Certificate of origin (China, for FTA preferential rate under the China-Korea FTA)
- Insurance certificate
The Korea Customs duty on a reading pen is 8 % under HS code 8543.70 (MFN rate). Under the China-Korea FTA, the preferential rate is 0 % if the certificate of origin is issued correctly. The value-added tax is 10 % on the CIF value. The customs broker fee is $160-$240 per entry.
| Item | Rate |
|---|---|
| Customs duty (HS 8543.70, MFN) | 8 % |
| Customs duty (China-Korea FTA) | 0 % with C/O |
| VAT | 10 % on CIF |
| Customs broker fee | $160-$240 |
| UNI-PASS filing | $30-$50 |
Buyer tip: The China-Korea FTA preferential rate is significant. For a 5,000-unit order at $9.20 EXW, the FTA preferential saves roughly $3,680 in customs duty. We bundle the certificate of origin into every commercial invoice at no additional cost.
7. Korean Language Labeling and the User Manual
Korean law requires the user manual and the retail box to include Korean-language safety warnings. The mandatory elements are:
- Product name in Korean
- Importer name and address in Korean
- Manufacturer name and address (English is acceptable)
- Country of origin in Korean (중국 or English)
- Age grade in Korean
- KC mark (where applicable)
- MSIP mark (wireless models)

The total Korea compliance budget for a 5,000-unit Q8 wireless first order is $13,200-$18,600, which on an EXW unit cost of $9.20 represents 29-40 % of the unit price.
For a non-wireless reading pen (B1, B2, F8, L5, P2, T2) without a bundled adapter, the budget drops to $3,200-$5,000, which is 9-15 % of an EXW unit cost of $7.20.

9. Distribution Channels and the Korean Retail Ecosystem
The Korean consumer electronics and educational toy market is dominated by three channels for a Chinese reading pen:
- Coupang – the dominant online retailer with strict KC compliance enforcement; listings without a KC number are removed within 24 hours
- 11st (11번가) – the second-largest online marketplace, owned by SK Telecom
- Gmarket and Auction – merged under eBay Korea, with a strong second-hand market
- Lotte Mart, E-mart, Homeplus – the big-three offline retailers with educational toy sections
- Kyobo Book Centre – Korea's largest bookstore chain with a strong educational product section
- School-channel distributors – typically 3-5 Korea-based distributors who supply MOE-approved programs
Coupang is the most demanding on compliance. Their compliance team routinely audits KC numbers against the RRA database and removes listings within 24 hours of finding a mismatch. Our 11 models are pre-registered with Coupang's compliance team and listing turnaround is typically 3-5 business days after the KC bundle is uploaded.
For school-channel distribution through MOE-approved suppliers, the additional requirement is a Korea Educational Development Institute (KEDI, 한국교육과정평가원) review that confirms the product aligns with the Korean national curriculum. Our Q8 reading pen is KEDI-listed and 9 metropolitan offices of education have it on their approved-procurement list as of 2026.
