Audience: This guide is for UK importers, Amazon UK sellers, school-procurement officers, distributors, and brand owners who need to clear a Chinese OID reading pen through UKCA marking, BS EN 71 toy safety, and the post-Brexit UK Responsible Person regime.
The United Kingdom left the EU single market on January 1, 2021, and the CE mark stopped being the only valid conformity mark for products placed on the Great Britain market (England, Wales, Scotland) on December 31, 2024. From January 1, 2025, every reading pen sold in Great Britain must carry the UKCA mark (UK Conformity Assessed) in addition to or instead of the CE mark. Northern Ireland continues to follow the EU CE regime under the Windsor Framework. This guide walks through the post-Brexit UK regulatory stack and how our 11 OEM models (B1, B2, F8, K7, KF1, L5, P2, Q6, Q8, T2, Y6) clear it.
UKCA is structurally similar to CE: it has its own Toy Safety Regulations 2011 (as amended in 2024), its own Electrical Equipment (Safety) Regulations 2016, its own Radio Equipment Regulations 2017, and its own UK Responsible Person regime. The big practical difference is that the lab reports and the certificates must be issued by a UK-based or UK-recognized body. For an importer using Chinese lab reports, this means re-issuing the same EN71 panel through a UKAS-accredited UK lab at an additional cost of roughly 18-25 %.
This article uses real cost numbers from our 2023-2026 shipment track record to walk through each layer, the order they should be filed, and the budget a UK buyer should reserve before placing the purchase order.
1. The Post-Brexit UK Regulatory Stack
A reading pen sold in Great Britain crosses into four independent regulatory regimes:
| Layer | Authority | Scope | Trigger |
|---|---|---|---|
| 1. UKCA Toy Safety | OPSS (Office for Product Safety and Standards) | Toy safety | Always |
| 2. UKCA Electrical Safety | OPSS | Electrical safety of A/V and ICT equipment | Always |
| 3. UK Radio Equipment Regulations 2017 | Ofcom / OPSS | Wireless spectrum | K7, KF1, Q8, Y6 |
| 4. UK Responsible Person | OPSS | UK-resident contact | Always |
The two most common errors importers make are (1) using a CE mark without the UKCA mark on the product and the retail box, and (2) failing to appoint a UK Responsible Person before placing the product on the market.
Buyer tip: UKCA is required for Great Britain only (England, Wales, Scotland). Northern Ireland (post-Brexit) continues to follow the EU CE regime. If you ship to both, you need both the CE mark and the UKCA mark on the product and the retail box, plus an EU PR (in the EU) and a UK Responsible Person (in Great Britain).
2. UKCA Toy Safety under the Toy (Safety) Regulations 2011
The UK Toy (Safety) Regulations 2011 (as amended by the Product Safety and Metrology etc. (Amendment etc.) (EU Exit) Regulations 2019 and the 2024 amendments) implement the Toy Safety Directive 2009/48/EC in Great Britain. The applicable standards are:
- BS EN 71-1:2014+A1:2018 – Mechanical and physical properties
- BS EN 71-2:2020 – Flammability
- BS EN 71-3:2019+A1:2021 – Chemical migration
- BS EN IEC 62115:2020 – Electrical safety of toys (for AC adapter and any mains-connected accessory)
The "BS" prefix means the standard is the British implementation of the EN standard. The technical content is identical to the EU EN version, but the lab must be UKAS-accredited. Our standard UKCA panel uses one of the following UK-based labs:
- UK lab 1 – Intertek UK (Manchester), $2,200-$2,800 full EN71-1/-2/-3 panel, 10-14 days
- UK lab 2 – SGS UK (Ellesmere Port), $2,400-$3,000 full EN71-1/-2/-3 panel, 12-16 days
- UK lab 3 – TUV SUD UK (Nottingham), $2,000-$2,600 full EN71-1/-2/-3 panel, 10-14 days
| Lab | Cost | Lead time | UKAS |
|---|---|---|---|
| Intertek UK | $2,200-$2,800 | 10-14 days | Yes |
| SGS UK | $2,400-$3,000 | 12-16 days | Yes |
| TUV SUD UK | $2,000-$2,600 | 10-14 days | Yes |
The 2024 amendments tightened the chemical migration limits for chromium (VI) from 0.053 mg/kg to 0.02 mg/kg in scraped-off rigid plastic, and added four new substances to the restriction list. Our reading pen housings test under 0.01 mg/kg for chromium (VI), which is below the new 2024 limit by 2x.
3. UKCA Electrical Safety under the Electrical Equipment (Safety) Regulations 2016
The UK Electrical Equipment (Safety) Regulations 2016 (as amended by the Product Safety etc. (Amendment etc.) (EU Exit) Regulations 2019) implement the Low Voltage Directive and the Radio Equipment Directive in Great Britain. For a reading pen:
- Non-wireless models (B1, B2, F8, L5, P2, T2) require BS EN IEC 62368-1:2020 for the bundled AC adapter
- Wireless models (K7, KF1, Q8, Y6) require BS EN IEC 62368-1:2020 and the UK Radio Equipment Regulations 2017 conformity
The applicable UK designated standards are published by BSI. The lab must be UKAS-accredited.
| Test | Standard | Cost | Lead time |
|---|---|---|---|
| BS EN IEC 62368-1 | UKAS lab | $2,200-$3,200 | 4-6 weeks |
| UK Radio Equipment Regulations 2017 | UKAS lab | $3,800-$5,800 | 4-6 weeks |
The 2024 amendments to the Electrical Equipment (Safety) Regulations added the UK Responsible Person requirement and updated the conformity assessment procedures. The biggest practical change is that importers must hold a UK Declaration of Conformity (UK DoC) that references the UKCA standards, not the EU DoC.
4. UK Radio Equipment Regulations 2017 for Wireless Models
Models K7, KF1, Q8, and Y6 carry a 2.4 GHz radio and must clear the UK Radio Equipment Regulations 2017. The applicable standards are:
- BS EN 300 328 – 2.4 GHz wideband transmission
- BS EN 301 489-1 and BS EN 301 489-17 – EMC for radio equipment
- BS EN IEC 62368-1:2020 – Electrical safety
- BS EN 62311 – RF exposure
The fastest path is to reuse the EU RED-Type Examination certificate at $1,400-$2,200 per model and 14-21 days. The UK local test is $3,800-$5,800 and 4-6 weeks.
| UK Radio route | Cost | Lead time | Validity |
|---|---|---|---|
| UK local test | $3,800-$5,800 | 4-6 weeks | 5 years |
| EU RED reuse | $1,400-$2,200 | 14-21 days | 5 years |
| FCC ID reuse | $1,800-$2,800 | 14-21 days | 5 years |
The UKCA mark must appear on the product and the retail box. The certification number is in the format "UKCA XXXX-YYYY".
| Wireless reading pen | UK route | UKCA number format |
|---|---|---|
| K7 | UK local or EU RED reuse | UKCA XXXX-YYYY |
| KF1 | UK local or EU RED reuse | UKCA XXXX-YYYY |
| Q8 | UK local or EU RED reuse | UKCA XXXX-YYYY |
| Y6 | UK local or EU RED reuse | UKCA XXXX-YYYY |
5. The UK Responsible Person (UK RP)
The 2024 amendments to the UK Toy (Safety) Regulations require a UK Responsible Person (UK RP) for every toy placed on the Great Britain market. The UK RP must be:
- A UK-domiciled company or individual
- Available during UK business hours to receive product safety enquiries
- Identified on the product, the retail box, or the user manual by name and address
- Authorized to receive safety correspondence from the OPSS
The UK RP does not have to be the importer, but the importer remains legally responsible for product safety. Our UK RP service is £360 per year per importer (roughly $450) and covers unlimited SKU registrations.
Buyer tip: The UK RP is the post-Brexit equivalent of the EU PR under the EU Toy Safety Regulation. If you already have an EU PR for the EU market, you still need a separate UK RP for the Great Britain market.
6. UK Customs and the Import Duty Structure
Every reading pen shipment into Great Britain must clear UK Customs (HMRC) through the CDS (Customs Declaration Service). The required documents are:
- Commercial invoice
- Packing list
- Bill of lading
- UKCA conformity assessment file (including test reports)
- UK DoC
- UK Responsible Person details
- Certificate of origin (China, for proof of origin)
- Insurance certificate
The UK Customs duty on a reading pen is 0 % under HS code 8543.70 (UK Global Tariff). The VAT is 20 % on the CIF value. The customs broker fee is £140-£220 ($175-$275) per entry.
| Item | Rate / Amount |
|---|---|
| Customs duty (HS 8543.70) | 0 % |
| VAT | 20 % on CIF |
| Customs broker fee | $175-$275 |
| CDS filing | $20-$40 |
7. UK English Language Labeling and the User Manual
UK law requires the user manual and the retail box to include English-language safety warnings. The mandatory elements are:
- Product name in English
- Importer name and address in English (UK address)
- UK Responsible Person name and address in English
- Manufacturer name and address
- Country of origin
- Age grade in English
- UKCA mark
- CE mark (if also sold in Northern Ireland)
- Lithium battery handling warning
- WEEE symbol
- UKCA compliance logo on the retail box
Our UK English artwork partner charges $0.04-$0.06 per word with a typical user manual of 2,800 words costing $112-$168. UK English artwork adds $120-$180 per SKU.
8. The 42-Day Calendar for a 5,000-Unit First Order
Below is the calendar we run against a 5,000-unit first order of model Q8 (wireless, with bundled AC adapter). The calendar extends by 2-3 weeks for non-wireless models with no adapter.
| Day | Action | Owner | Cost |
|---|---|---|---|
| 0 | Lock SKU, color, age grade, decide bundled adapter | Buyer + factory | $0 |
| 1-3 | Lab sample draw, ship to UKAS-accredited UK lab | Factory | $0 |
| 4-32 | BS EN 71-1/-2/-3 panel at UK lab | Lab | $2,400 |

| 56 | Container cut-off, BL draft | Freight forwarder | – |
| 57-95 | Sea transit Shenzhen to Felixstowe | Carrier | included in DDP |
The total UK compliance budget for a 5,000-unit Q8 wireless first order is $10,200-$13,800, which on an EXW unit cost of $9.20 represents 22-30 % of the unit price.
For a non-wireless reading pen (B1, B2, F8, L5, P2, T2) without a bundled adapter, the budget drops to $3,800-$5,600, which is 11-16 % of an EXW unit cost of $7.20.

9. UK Distribution Channels and the Post-Brexit Retail Landscape
The Great Britain retail market for a Chinese reading pen is dominated by:
- Amazon UK – the dominant online channel with strict UKCA compliance enforcement
- John Lewis and Partners – the premium high-street retailer with a strong educational toy section
- Argos and Sainsbury's – the mid-market big-box retailers
- Smyths Toys and The Entertainer – the dominant toy-specialist chains
- WHSmith – the high-street stationery and book retailer with a strong educational product section
- School-channel distributors – typically 3-5 UK-based distributors who supply K-12 schools through the Department for Education approved-procurement framework
Amazon UK is the most demanding on compliance. Their compliance team routinely audits UKCA numbers against the OPSS database and removes listings within 48 hours of finding a mismatch. Our 11 models are pre-registered with Amazon UK's compliance team and listing turnaround is typically 5-7 business days after the UKCA bundle is uploaded.
For school-channel distribution through DfE-approved suppliers, the additional requirement is a British Educational Suppliers Association (BESA) review that confirms the product aligns with the UK national curriculum. Our Q8 reading pen is BESA-listed and 7 multi-academy trusts have it on their approved-procurement list as of 2026.
Buyer tip: The Windsor Framework creates a unique dual-marketing opportunity. A reading pen with both UKCA and CE marks can be marketed in both Great Britain and Northern Ireland without separate inventory. We design the product label and retail box to carry both marks as standard.
11. Packaging, Bundling, and the UK OID Book Standard
Most reading pens ship with one or more OID books. In the UK market, the OID book side has additional requirements:
- The ISBN (International Standard Book Number) is registered through Nielsen Book Services
- OID books sold in the UK must carry a UK ISBN
- The book must carry the UK recommended retail price (RRP) inclusive of VAT
- The book must carry the standard EAN-13 barcode (with 978-0 or 978-1 prefix)
- The book cover must include the English-language title, the publisher name, and the recommended age range
- The book may need to comply with the UK General Product Safety Regulations 2005 if it is bundled with the pen as a toy
Our standard OID book pack for the UK market includes 3-6 books with full English-language text. The book printing is handled by our UK printing partner at $0.80-$4.60 per book depending on the page count, the cover finish, and the print run. The minimum print run for a UK ISBN is 250 copies.
For school-channel distribution, the OID book is often customized with the school's curriculum alignment to the national curriculum (Key Stage 1, Key Stage 2). Our standard customization fee is $1,200-$2,800 per school per book title.
Buyer tip: The UK General Product Safety Regulations 2005 require every consumer product sold in the UK to be safe under normal and reasonably foreseeable conditions of use. A reading pen with a bundled OID book is treated as a single product for the purposes of the regulations, so the CE/UKCA mark on the pen covers the bundled book as well, as long as the book does not introduce any new hazards.
